Let's see. In 2011:
D-Bry won the US Championship, but then got regulated to a dark match at Wrestlemania XXVII, and lost that and its rematch the next night on Raw. Then he was drafted to Smackdown from Raw in the Supplemental Draft. Shortly feuded with Rhodes, and then was bumped down to NXT. However, Bryan rebounded by eventually winning a Money in the Bank contract. But then he went on a losing streak for months. Bryan eventually cashed in his MITB contract, though, in November and won the World Heavyweight Championship (which he is still the champion of). Basically, his entire year has been ups-and-downs.
Dolph is in a similar boat.
Dolph started the year LOSING the Intercontinental Championship. But quickly rebounded to win the number-one contendership to the World Heavyweight Championship. Ziggler was also regulated to NXT during this time. Ziggler would lose to Edge in World Championship matches, but then was awarded the title after Edge used a banned move. Ziggler was only the World Champ, however, for less than 12 minutes by losing the title back to Edge. Ziggler was "fired" and then returned on Raw (from Smackdown) not too long after. His team then lost at Wrestlemania 27. After some toiling, Ziggler would win the United States Championship. And in September, he lost his title. At the close of the year, however, Ziggler went on to earn himself a shot at the WWE Championship.
...so, as you can see, both guys had up-and-down years, and both began to pick back up AFTER 2012 has started. For that, I will have to say, that Ziggler had a year that was filled with more ups than Bryan's.
