unfortunatly that wasnt in the powers, skills and abilities list from the wiki I copied used for research...
But considering before the DCU rebooted itself, he achieved a life long dream of his by setting up an arena and forcing kids to fight and kill each other while others paid to watch and bet... Yeah. i'll go with that

Mr. Sinister has all these grandiose plans that require lots of resources and planning. Victor Zsasz just wants to kill people.

I voted Sinister for purely sentimental reasons.... when I was a kid I had a few X-Men toys/models and Sinister was one of them, he was the last one standing after all the others were broken to smithereens too, and the red diamond in his chest still glowed too. For that alone he's one of my lasting memories of the X-Men

Very possible. I figure if he doesn't use it to fly, he might as well wear it for aesthetics. It's more, dare I say, sinister this way?
What I wonder is how he would have turned out without his evil bent... Mr. Benevolent or something. Totally different motif. Totally different cape?
