1. That is a sweet picture of Doctor Octopus. If you wanted to, you could probably really affect the vote on some of these strictly by the picture you choose.
2. The more I see of these lists of powers, the more I wonder why some of these villains are so difficult to catch and/or beat into a never-ending coma.

It's usually only a problem when they fight on their own turf with tons of henchmen and months of setting traps and planning escape routes. It must be a really shitty deal to be a villain, spending all that time just to get squashed handily in a matter of minutes/hours. Not to mention you have to find an abandoned warehouse/factory/amusement park/museum/zoo/theater first...
Not to mention all the times they screw themselves by not just shooting or maiming the hero when they manage to knock them out. But I guess if the hero doesn't see you get your way, it's tainted somehow. Like "Ope! I got all this money but Batman won't be angsty about it."

Not to mention you have to find an abandoned warehouse/factory/amusement park/museum/zoo/theater first... Funnily enough there's a character in the DC universe who opperates primarily out of gotham simply known as 'The Broker' He is litterally a real estate agent to the criminal underworld.
