Joker has a purpose, though...although, that purpose might be anarchy. Carnage is evil and just wants to fuck shit up.

Well carnage is all about his name basically, creating carnage and chaos anyway he can (mainly killing).
One of the coolest carnage story's I read was one where he went after a guy who was basically a childhood friend of Cletus, for the sole reason that random killing of people had everybody looking over their shoulder by default, the expected the random - by picking a specific target carnage was basically planning to really fuck with everybody's head once more. Now that's crazy evil
Not that the joker doesn't do that kind of thing either - it's why this one is a tough call

This is a tough one.
I guess it depends on the Joker you get. I have to abstain from voting fight now. This is one fight where I'm gonna look into it before I pick a winner.

Joker, hands down. It all depends on the incarnation or the writer when it comes to if he really has a direction. If you haven't, I'd read his debut in the DCNu "Death of the Family."

That storyline is the only reason i'm tempted to read back into the dc universe as i havent done so since the reboot.
Want a cool joker fact, acording to the DC comic wiki which i took all the info of powers and abilities for all the dc characters, "The Joker has one of the most extensive individual body counts of any human level DC villain (notwithstanding incidents where entire planets are destroyed). " now that's evil

I'd definitely suggest it, I've dropped most of the DCNu titles besides that of the batfamily books.
